LT1-GOES Firmware released v1 (1.10.18) & v2 (2.1.18)

This release includes the following new features:

(NEW FEATURE) Data transmissions to the SD card are logged with a timestamp [LT-1145]
(NEW FEATURE) SHEF and Pseudo Binary messages capable of 5-minute random message transmissions for alert conditions [LT-1145], [LT-1326]
